SECURITY DEPOSIT ASSISTANCE*

The Security Deposit Assistance Program is a designated fund to cover the cost of security deposits for Baltimore City tenants who are income-eligible. The program provides a one-time grant of up to $1,800 to cover the cost of a tenant’s security deposit.

*Security Deposit funds cannot be used towards any units that are subsidized or receive federal assistance

 
 

Baltimore City’s new water discount program, Water4All, creates more equitable access to water assistance for more residents, and to protect tenants and homeowners from service cut-offs or liens on their properties when they are unable to pay their water bill.

Water4All will replace the current BH2O water assistance program. If you are a current BH2O customer, do not worry, you will continue to receive assistance. Read this FAQ for details about how the change to Water4All may affect you and how to apply.

Who is Eligible for Water4All?

Baltimore City residential households whose income is below 200% of the federal poverty level (FPL) may be eligible. A formula is used to calculate the maximum a household should pay for annual water and sewer services, based on a percentage of their annual income; the difference between the calculated maximum and the estimated annual water and sewer bill amount would constitute the household´s annual discount.

In addition to a W4All discount, some applicants may be eligible to receive a retro-active payment equal to 9 months of their discount if they apply for the W4All discount program before April 1st.

FAQs

  • The City of Baltimore’s Rental Assistance Program will be ending the current application period

    and closing its Rental Assistance Program application portal to new applications on February 3,

    2023.

  • The Rental Assistance Program will continue to process applications that have been

    submitted prior to February 3, 2023 in accordance with the Emergency Rental Assistance program (ERA)

    prioritization requirements as long as funding is available.

  • Applicants can visit https://portal.neighborlysoftware.com/ERAP-BALTIMOREMD/administration to check the status of their application.

  • The Baltimore City Community Action Partnership (BCCAP) operates five community-based CAP centers. Please contact one of the CAP Center offices by calling 410-396-5555 or by visiting a site near you to be connected to additional resources. We will work to connect residents to additional resources from community organizations and programs that can provide rental assistance on a case by case basis.

  • Yes. Rental assistance payments will no longer be made directly to tenants. CAP Center staff will work with landlords to provide direct payments to landlords. (Direct-to-tenant applicants will be notified of this change by CAP center staff).

  • The City is applying to the U.S. Department of the Treasury to request reallocated eviction prevention funds.
