The Baltimore City Rental Assistance Program is administered by the Community Action Partnership Centers (BCCAP) in the Mayor’s Office of Children and Family Success (MOCFS). Over the course of 30 calendar days, the Rental Assistance Program will provide case management and past-due base rental assistance for Baltimore City residents facing eviction.

Residents can apply directly through an online portal - new users must first register their account before signing in to the portal. Applications can also be completed in person at one of the five Community Action Partnership Centers.

Energy Assistance

The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make their energy costs more affordable and to help with the prevention of loss and the restoration of home energy service.

RENTAL ASSISTANCE PROGRAM

FAQS

  • Applicants can receive case management services and assistance with past-due base rent (up to—and a maximum of—6 months of rent).

  • Baltimore City Residents with household incomes that meet the requirements of our funding sources, which can include a small percentage of households at 80% of Area Median Income. 

  • Units must be licensed in the State of Maryland. Beginning January 1, 2019, all landlords were legally required to obtain a rental license to operate their premises or lose their right to collect rent.     Landlords must agree to sign a Grant Agreement, stating that they will waive all fees and not move to evict or adjust rent for 90 days from the time of the award. 

    Photo Identification for all adults in the household ages 18 and over. 

  • Required documents are: pay stubs (1 months worth), 2023 tax forms, unemployment, government assistance (TANF, social security disability), social security, pension, retirement, etc. Income and a valid photo ID should be provided for each 18 or older member of the household.

  • Unfortunately, you will not qualify for the program if you reside in either section 8 or receive a federal rental subsidy. 

    We recommend contacting your rental office or calling 211 for assistance/resources.


  • You can complete an electronic application online. You can also apply in person at any of our CAP Centers.

  • You may be able to apply again, depending on assistance previously received. This award is a one-time payment. If you have questions about your eligibility, you can visit one of the CAP centers or call 410-396-5555.
